Riverboat Development Authority Member opposes new Casino Plan

Riverboat Development Authority treasurer Don Decker told us Tuesday he still opposes Davenport’s plan to build a new casino at the I-80 and I-280 interchange.

As News Eight’s Angie Sharp reported Tuesday, the city has now come up with a private ownership proposal with Davenport Casino Group. The group is headed by well known Quad City developer Rodney Blackwell of Financial District Properties.

The RDA is the group tasked with giving the new project a gaming license, and they decided to look for private developers for the project in March. The RDA has not commented on camera on this new casino proposal.

The RDA is still looking at other casino proposals at this time. One of them is from Peninsula Pacific out of California to build a casino on I-80 too.

New system gets the vote from Dixon

Voters in Dixon, Iowa hit the polls Tuesday with a new tool aimed at making the process faster and more efficient.

If successful, it could be implemented throughout the rest of the state.

Voters liker Bruce Dahms seemed to like the new system.

“They didn’t have to search my name in the data registry, in the book,” he said. “I just gave them my driver’s license and they took it and they scanned it- done deal.”

He’s part of a new voting initiative that was tested out in Dixon.

The process, called “Iowa Express Voter,” is supposed to make voting a lot easier.

All you have to do is have your voter registration card or your driver’s license and give it to the election official and have them scan your information.

“I think this new electronic thing, showing the ID’s and stuff, I think it’s awesome,” said Sue Motz, another voter.

UPDATE: Davenport Casino Plan Changes

A game changer for the future of casino life in Davenport.

Davenport city leaders say they’ve restructured the Interstate 80/Interstate 280 casino project to be privately-owned instead of city-owned.

The announcement came on Tuesday, May 7th, 2013.

In a press release, it states that local developer Rodney Blackwell met with City officials to revise the plan: “The revised plan includes a privately owned casino and hotel to be constructed on Interstate 80 by the Davenport Casino Group (DCG), headed by Mr. Blackwell. Mr. Blackwell has submitted the plan to the Riverboat Development Authority for review.”

Blackwell, together with Ingenus Management, wants to build a casino and hotel at the I-280 and I-80 interchange. Davenport City Council voted to begin negotiations with Ingenus in January.

Proposal would require background checks for all Iowa school workers

Critics say a bill requiring background checks for Iowa school employees is a good idea but doesn’t go far enough to protect children.

Current law requires criminal background checks for teachers and school bus drivers working for Iowa schools, but not for volunteers, student teachers and many other school employees.

If Senate File 338 becomes law, districts would be required to check child abuse, adult abuse and sex offender registries for new job applicants including part-time and substitute workers.  Employees would be re-checked every five years.

Rep. Mark Smith of Marshalltown said the measure falls short because serious criminal offenses, including murder, would not appear on those registries.    The bill also doesn’t require checks for offenses outside of Iowa.

Davenport and North Liberty on list of most playful U.S. cities

Two local Iowa communities made this year’s list of U.S. cities with the best available public play spaces.

KaBOOM! publishes a list every year of “Playful City USA Communities.”  The program recognizes cities that develop local action plans to increase access to play at schools and in neighborhoods.

“This year 217 communities from 43 states have made a commitment to invest in children through play,” the KaBOOM website explains.

Davenport and North Liberty made the list for 2013.

Cities with the Playful City USA designation get two Playful City USA road signs and access to online training and tools.   KaBOOM.org says realtors, chambers of commerce, visitor bureaus, developers and investors see the designation as a positive selling point for the included communities.

Dixon, Iowa residents can scan their IDs to vote

The town of Dixon, Iowa is the first town in Iowa to test out Iowa’s new voter ID scanning system.

Iowa Secretary of State Matt Schultz has been pushing for new voting laws in the state since September. Tuesday though, Schultz is testing out a new system where voters can have their IDs scanned when they go to the polls instead of having election workers manually fill out their information.

Election officials hope that the new system speeds up the voting process, so people can get in and out of the polls quicker. Dixon voters can still have the workers fill out their information manually Tuesday if they would like.

Dixon voters will be asked if the city should “sell and convey all of its water system to Iowa American Water.” The Iowa Department of Natural Resources has found high levels of nitrate in the Dixon water since 2010.

More than a dozen new stores headed to Davenport

Davenport’s Elmore Avenue will soon be home to more than a dozen new retail stores, most of which are new to the Quad City market.

Elmore Marketplace, which is being developed by the Heart of America Group, will include a new Holiday Inn and Suites and J Bar restaurant, which is a spinoff of Johnny’s Italian Steakhouse in Moline. The development will also house more than a dozen new, mainly women’s fashion stores.

“We’re not sexy compared to California or Florida or Texas, and you just have to get their attention and finally say, ‘Look, do you realize that this is a community that punches above its weight in terms of retail sales?’” said Mike Whalen, Heart of America CEO.
